What does it mean when he’s says “I don’t know what I want” (please read description)?

I’ve been talking to this guy a few months now. I’ve been sleeping at his place for a month. We spend most of our free time together. He’s told me I can keep some of my personal stuff at his place. I’ve met a handful of his friends and we go on dates. He’s also gotten jealous when I tell him a guy from my past stopped my my work (I work at a Casino so I see a lot of people I know). You’d think we’re an official couple outside looking in. He’s told me he likes me and likes spending time with me. I’ve had a convo with him recently if he can see a future with me and he said “I could”. But I’m taking it as two ways; 1) yes he can definitely see a future with me and just isn’t ready or 2) it’s a possibility that he could see a future with me and just keeping me just incase no one better comes. He did recently get out of a 4yr relationship so when he says he needs time I understand bc I’ve been there. I told him im not trying to waste my time on empty promises and he said he understands. I like him but im not gonna beg a guy to stay in my life. But a part of me is saying to hold on to hope. I don't know what to do…
