What he mean when he says "whatever you want?"?

I was speaking to this guy im interested in. We used to go out but stopped And we started speaking again And he asks me to hang out and come over to his place.

I declined and said that we should go out instead another time because I wouldn't be coming to his place.

His reply was "we can do whatever you want".

Since it was over text I don't really get the tone. Do you think he's still interested in still hanging out with me? Or did I let him down?

He wants you to decide what to do. When you decline an invitation, he isn't magically going to suggest more things. It's your turn to put forth a real countet-suggestion. Plan the date you want and invite him out to it.

The interest will be lost more and more if you don't make a positive move.

I think he just want's to do what you say or want after you rejected his invite:D to me it doesn't look like he has any tone behind it

yeah he's just being nice and respecting you. he's saying he's willing to hang whenever you're ready and he isn't pressuring you
