He says he doesn’t know what he wants?

I’m so sorry if this is long but please help I’m so confused…. So I’ve been best friends with this guy for over a year and recently I started developing feelings for him. He was talking to this girl but things didn’t seem like they were working out and when they ended is when I started testing the waters. He would flirt with me a lot and I would flirt back and everything pointed to him liking me too. Everyone that would be around us would say that “we had puppy eyes” whenever we were around each other. One day he brought up the fact that the girl he was talking to messaged him saying that she wanted him back. This obviously confused me because I thought he was starting to have feelings for me. That night we were texting and he again started flirting saying stuff like “are you mine?” I got tired of being confused so I basically said “if you’re not serious then let’s just be friends” he said that he was joking and that he didn’t think I would take him seriously blah blah blah and he didn’t want to ruin the friendship” but that “maybe one day.” I was pretty upset about this because it felt like he lead me on. A few days later I decided to tell him about why I was upset and how I felt like he lead me on and he apologized and he brought up concerns that he had about starting a relationship with me including how he doesn’t want to make things weird if things go bad. He kept saying “maybe one day” which bothered me so I said “no I’m not going to wait for you” he asked why and I told him because I felt like it would be an injustice to myself. He ended that phone call with “I just don’t know what I want.” We continued talking about it through text and that’s when he said that “he thinks I’m beautiful and that he would love to try it with me but that he’s been hurt and he just doesn’t know what he wants” and that was that. He keeps telling me how he doesn’t know what he wants but lately he’s been more flirty with me. I’m confused..
