The thing is I'm interested in a guy who is also just as shy as I am and he's been making moves on me. But the thing with me is that I'm SUPER SHY around guys. So what do I do in the case your both shy, he's been making the move first, and then he asks me to be his girlfriend?

You feel shy because you don’t want to feel rejected when the only way to create something special is by stepping out of your shell and doing things that you feel he would appreciate. We sort of don't talk. It's completely silent, but kind of do coupley things. He's extremely shy guy. Sometimes he'd come in and cuddle with me cus he's known me since I was a baby and it'd be like him carrying me.
