Yes, he is literally saying he does not have time for a relationship, but he has time to just hang out with you as a friend.

If that does not mean he just wants a Fuck Buddy, then I don't know what else it could mean. Bottom line I as a guy do not want to a woman who does not have the time to commit to a relationship.

If she just wants to be fuck buddies then she needs to say that, but anything in between sounds pretty sketchy to me. I mean I would hang out with her as "Friends" but I am going to want to fuck and date other people, because I want more than just that.

But I most likely would avoid the situation all together, things like this usually turn out to be more trouble than they are worth.

You are correct. He wants you, just not any commitment. Stop wasting your time with these types of people. You can't use sex to try and change a dude's mind into entering a relationship with you. You need to secure the commitment upfront.

I know the feeling. I can't even get someone to reply to a message from me. Or, if they do, then they ghost. I reach out to someone who wants most of what I offer, but because of the time / place / or approach, they decline. It gets very frustrating.

Just a hint: the type of dudes you'll probably get commitment from are the quiet ones who don't bother you. You'll need to make the first move, though.
