Do you know he likes you in the first place? Not asking this in a rude way, it’s just that in my mind I envision you trying to be touchy because you think he wants that, but he doesn’t so he asks you to stop. If you know for fact, then he may have boundaries in place for the pace he’s willing to go, or what he actually wants from you. You could always clear that up with a conversation. For instance, maybe he likes you but doesn’t want romance with you and is settling limits.

If a girl said this to me personally and not to a group of people I happen to be near, I would ask her why she feels the need to tell me not to touch her, I don't touch others and I don't like being touched, so there is no way I would've touched her in the first place.
