We are stared at by hundreds and hundreds of guys of all ages from the time we are 12 or 13, and that's in regular clothes. It gets way worse when we wear sexy clothes (not slutty, just normal sexy) or a bikini, even a one-piece. It is a shock when it first happens and it takes a lot of getting used to. Then you hear boys in your class are jerking off to you. Then you hear it's to all girls, but that doesn't help much. Then you learn ways to deal with it and avoid it, but you can't always. Being pretty is always there, but it's also there whenever you want it, so if there's a guy you like it's not hard to get his attention. And when we get old and it goes away, I'm sure that will be pretty harsh. I see these older actresses who were hot when they were young freaking out and overdoing it with the plastic surgery and the desperation to be noticed, and the media treats them as if they are just as hot as they used to be, when we can all see they're not.

I don't mind admiring glances as long as it is respectful. If there is catcalling, comments, or whistling, those are just wrong and is never welcome by any woman. If it is in a familiar space like an office or social setting that someone is looking, I don't mind, again, as long as nothing sleezy is going on like oogling. If it is open admiration by someone I like, that is always welcome, even if it makes me self-conscious and makes me blush.
There's is a difference between a glance and staring, some people stare because of anxiety not knowing what to what to say. They can dress however they want but if they dress in way that says all the want is attention than attention is what they get same applies for males. Everybody seeks out some form of attention depending on what type of personality they have. It's just human nature.
I don't think it is a big deal stealing a little look here and there, as they do the same thing to us. But to sit there and stare for several seconds starts to encroach on the creepy side of things.
There is a fine line when it comes to trying to catch her gaze and it just being plain ole stalkerish.

put on a miniskirt and guys and woman will check you out... whistles get recorded via their phone cameras guys trying to pick you up etc... it's not good to walk around in a miniskirt but you can in a mall you don't get bothered much as you'd think... maybe looks but no one does more than that usaully and i can't speak for all girls.
No. Being admired/looked at can be nice. It feels nice when someone you like looks at you and smile but to be stared at? I'd even get creeped out by someone I like if they stare at me. Staring at someone is rude.
