Is it just me or it was weird, what does it mean?

I was at work. Signing some paper, I was standing, bending over/down to the desk (i wasn't pushing my hips/butt out at all) and this guy came behind me right after i bent over, and standed there kinda closely while i was signing. Then i felt that he lightly touched my back.

But after that he said nothing, he wasn't acting like he did something weird. Is it just me? Did it mean something?

Have to see the layout of the room, where he touched you on the back, if he looked at you before he touched you and after?

He shouldn’t be touching you without your permission. This is exactly how sexual harassment starts. Knowing me, I would’ve made a HUGE scene. But hey, that’s just me. Go about it the way you want to.
