What does it mean from on older guy?

This guy said to a few people that he has a crush on me and he finds me attractive etc. And we often lock eyes, and he says hi and stuff, but he never comes to me and start a convo. Like if I go to him, and start to joke around about something, then I can tell he likes my attention, he is smiling and continues to joke around, even tease me sometimes. But 99% the time, if I dont start talking to him, we dont talk at all. But he kinda a loud person, and doesn't seem shy. Why is that?

Not sure, but I'd expect someone that was interested to initiate conversations at least sometimes
