Why does the guy I had a crush on years ago keep liking & matching with me?

I had a crush on a guy years ago and we talked for like a min but nothing ever came of it. We are friends on social and recently I've been on dating apps and he has liked me and matched with me multiple times but when I message him.. he never responds. I'm starting to think I'm just a back up girl or he's playing with me for no reason at all.

There is no way to know for sure. I am just guessing here but maybe he is just immature and playing games. The question I have is why not block him since he obviously has no intention of returning messages? That would tell me that he is not interested after multiple attemtps to reach out. I would have just moved on from him at that point. If he were really interested then he would respond. He may also being doing this to test the waters and see how many girls will message him.
