Some people say it when they're shy or are unsure if the other person is going to feel like it's rude to say no. People are busy.

It depends on the context and how it was said. For the most part. No not at all. I think it can even be nice. Not trying to make someone feel like they have to do something

To be honest, I've never liked this... I recognize that it isn't always insincere and can potentially provide an "out" but it always makes me feel like its a forced invited or that I'm not truly wanted at the event.

Personally, if I am inviting someone to something, I want to make them feel welcome so I try to avoid the wishy washy invite. And I also give them an out separately by saying something like "absolutely no pressure!"

I think it is possible to give an "out" while still making them feel 100% wanted at the event.

I would say it's how you say it's that makes all the difference. The words in itself aren't rude. But can be taken as unfeeling with the wrong tone. Like you're ambivalent about whether or not they come.
