Guy's Behavior

Guy asked to hang out but was on his phone most of the time? Is he interested?

Long story short, a guy friend that I've hung out with on a few occasions in group settings asked to get dinner one-on-one. I agreed, because the times we've hung out with friends was great and he showed some signs of interest. I didn't expect it to be a date, I went in expecting just a friend hangout and hope that I could possibly get to know him better and vice versa. However, on the day of the hang out, he was on his phone most of the time and it was so awkward because it was silent. I just sat there waiting for him to finish going on his phone. He even apologized and said he was messaging back some family and friends. We talked a bit but he was on the phone almost the whole hour we hung out. After, he mentioned going out again next time. I don't know what to think of this. After, i messaged him something that was regarding something we were talking about but the response was pretty dry. He rarely ever texts, only to confirm plans. Is he interested or does he just think we're friends?
