Stranger guy looks at me twice a day. What does it mean?

First, when we walked towards each other. I was the one who first saw him, when he looked up and saw I was looking at him he held eye contact. After approx. 10-15 minutes I walked past him and he looked at my face with a neutral expression when I was closer to him.
if it’t not obvius I have a crush on him.

I think you definitely need to chat to him, as based on what you've shared, I suspect he has no idea you're interested and he probably won't show interest until he sees subtle signs from you.
