Ok just put yourself in his shoes. Women tend to think approaching women is an easy thing. Like you’ve done it a million times yourself. He’s only got one chance really to not mess it up which can be hard if you have no experience w that. He doesn’t want to come off as creepy is what most women say about men. Which really isn’t creepy he’s just tongue tied, lost w words, nervous. He’s actually at one of the most vulnerable times in his life he’ll ever be. Afraid of rejection. So if he screws it up he’s looked at as weird or a creep.
