He doesn’t ask me questions about myself, but when we do talk he says he says he’s looking for something and he wants to go on an actual date when we meet up. But he’s not consistent at all. It’s weird. We only spoke on the phone once for like an hour and he seemed like a really sweet guy but I don't know

If he’s not consistent then don’t waste your time because now you know what you’re dealing with. It’s easier to walk away now when you may just have a crush or some interest than further down the road where your feelings have grown and it’s much harder.
