Why won’t he confess how he feels or make a move on me?

He’s a middle aged man and if you’ve read my previous questions he’s showing all the signs that he’s in love with me or at least has strong feelings… but he never makes a move… why?

Maybe he is homosexual.

Is he a co-worker? Maybe he is concerned about causing problems for his job.

Maybe he is terminally shy.

Perhaps he is waiting for signs of encouragement from you.

Maybe he feels insecure about his circumstances. Living with his parents? Driving a dilapidated car?

Maybe he has recently ended a long term relationship and doesn't feel quite ready to start something new.

Without any details, all we can do is speculate, and - obviously - there is a cornucopia of potential explanations.

Guys don't take rejection very well so, they're much less likely to take the chance to GET rejected.
If you like him and want him to make a move, try making one yourself, first. Sit with him at lunch and say nice, sweet things to him. If you sit beside him, put your hand on his leg or find other ways to touch him. Maybe just look right into his eyes the whole time he talks to you or, just walk up to him and give him a soft sweet kiss on the cheek.
Or, get him alone in the broom closet and rock his world.

OlderAndWiser's answer is pretty good, but here's my anecdote. My life is a rollercoaster and so at first I was avoiding relationships because I knew I couldn't simply go on dates every day and do activities that would make others more "connected" and build "trust" with me. Now I realized that people who actually want to be with me won't care about that, but I lack the social skills to actually approach someone and start a conversation. It's easy online, but offline it's not easy. I can't walk up to any group of strangers and have a casual conversation, even of small talk, and then walk away with a better reputation. I also have emotional issues from my life experiences that make me less likely to show any emotions at all and have a darker sense of humor than normal dark humor enjoyers. This isn't something I can just "fix" and I don't really see a reason why it would be so important to a woman to tell me to "fix" my personality that has no real consequence other than maybe affecting their own social reputation if I was that "taboo" guy to them. I'm not any less human than they are, so I'm not about to get rid of my dignity and force myself to be someone I'm not. That being said, I also don't like approaching younger women because they're too mean these days, but they're more likely to show signals because they lack any discipline.

I'd guess either you and your wishful thinking are misinterpreting his feelings, or he feels that the age difference is too great between you.
