Can a guy be so busy not ever check his phone or is that something that's a lie?

I don't often look at my phone, personally. I don't look at it at work, because I'm working. I don't look at it when I'm out with a friend or with family, because that's rude. I also don't look at it when I'm relaxing, because it would be distracting. Text messages are things I look at on my own time, when it's convenient for me. If it were important, they'd call, and if it's not important, it doesn't require an immediate reply. That's my mentality on it, anyway. I probably look at texts once every 8 hours or so.

So yes, I think someone can be too busy with other things to look at their phone often.

Never as in never ever? If that was true then he wouldn't have a need for a phone. No one would waste money on the overpriced plans that we all have to put up with if he or she never planned on checking calls, messages or emails. So that is a lie if he NEVER does. Now maybe you are exaggerating a bit and if that is the case then maybe he is a really busy guy that rarely has time. There are people in the world that work two jobs and then go home and sleep just to do it again. There is no context to this situation, who the guy is or if he truly never does or if you mean to say he rarely does or takes a long time to get back to you. Those are different situations and context helps a lot.

Is a straight out lie.. in a Tech Era that they cannot be "unglued" from their Devices! Don't assume an Electronic zombie is not using/checking his device every time rings/sounds/vibrates...

For me yes this can happen. I basically always have my phone on vibrate only so when I'm out and about or when I get home and I'm on my computer with the headset on then I can easily miss something. I do try to check once in a while but sometimes I just forget and it can be a long time before I notice it. It depends on the situation.
