Why would coworker from another dept who’s hit on me months ago wave at me while looking for a longer than normal time at me while walking by my area?

Sometimes I feel he says hi in a way that’s more nonchalant like he’s not checking for me. But today he seemed to look at me for like a whole second or something when he waved at me omggg what does it mean? YES IT MEANS SOMETHING BECAUSE IT WAS HIM LINGERING LOOKING AT MY FACE OR EYES IN PASSING ME WHEN I WAS STANDING THERE WORKING.

I was in a situation like that not long ago:
New college at the company and had insane chemistry and she was very much interested in taking it the distance but I pulled away because no matter how good it felt I can’t risk a bad breakup and her running to HR to report me hurting her (odds are not in my favor)

lol. He’s a little older than me. Might be in his 40s but I don't know why he doesn’t do anything. I don't know if he’s even seriously interested. I keep on trying to be ready to move on from him but then sometimes he does stuff like today where he looked at me longer than usual and it just makes me feel like wow maybe there’s a shot he could end up liking me? I don't know what he’s thinking tbh. I’m not a man and I’m not him. That’s why I asked this question , why did he do that today. I was just curious.
