The majority of men were taught morals and values and as such, they do not harass or assault women, just as they don't rob, steal, defraud, or assault anyone. But a small but still sizeable minority were NOT taught morals and values - usually because their parent (s) have none themselves - and so they do whatever they want and don't care about rules or what anyone else thinks. This is why ALL crime that exists exists. People who have no (or bad) morals and values are selfish and self centered and just do whatever they want in the moment and they can barely even conceive there being any consequences in the future, OR they are resigned to the idea that they will eventually get caught for something and go to prison and so they don't bother to avoid the kind of behavior that will result in imprisonment.
For the same reason, this type of person isn't going to listen when their friends or family tell them not to do something. They certainly aren't going to listen to an institution like a school or the police. Virtually nothing is going to stop an amoral person from committing crimes except the fear of getting caught or killed - and the worst ones don't fear that either.
But facing serious consequences WILL slow most of them down. That's why enforcement of the law helps and actually reduces crime rates. Nothing will ever eliminate crime entirely, because some criminals simply have no fear of violence, death, or confinement.
The WORST thing you can do with respect to reducing crime is to blame the innocent - the people who did not commit the act. That includes shifting the definition - someone who glances at you is NOT the same as someone who physically assaulted you, and should not be treated as if they were. The next worse thing you can do is to not prosecute the actual criminals, which includes things like "defunding the police" or supporting lax enforcement of crime, or exaggerating non-crimes. Any of those things blur the line and punish the good people instead of the bad, and that will always make things MORE dangerous for victims.
As you get more years under your belt, you will be exposed to bad parents and bad kids who grew up without rules, and without morals and values, and you will find that most bad people were MADE bad by bad parents and bad situations growing up. For example, a kid who grows up with a parent (or both) who are drug addicts and who steal and commit fraud to pay for their habit are going to have no morals or values. And a spoiled rich kid whose parents never tell them "no" and who use their money and status to insulate their kids from the consequences of their actions make kids who are often just as bad.
Neither kind of parent is going to effectively teach their kids not to hurt others, and they won't change for anyone else. Blaming the moral people isn't going to help you either. Ultimately, you have to adjust your own behavior to avoid trouble as much as you can, and vote for policies that hold actual criminals responsible.53 Replyim not going to take responsebility for another mans lack of control.

Almost every woman who wears provocative clothes, does it to conform, does it for attention from men and other women, does it to compete with other women. So scantily dressed women get more attention than those covered up. Women are attracted to men by touch and words. Sure, they like a good-looking man, but how many women do you see with so-so looking men vs. good-looking? A way lot more. There are already laws against rape and sexual assault. Criminals break the laws. When they do, if the crime is reported and the suspect is caught then they can be arrested. There are also laws against shooting people and countries tend to need a valid casus belli to invade a country and avoid other countries from piling on them. None the less wars still occur. Bullets still fly regardless of how many words are written down. At the end of the day, you are responsible for your personal safety. That means you should take realistic precautions to maintain your own security. If a country invades your country, it's preferable to wear body armor rather than get shot through the chest, bleed out and die, and then have a solider possibly face charges of war crimes for shooting civilians at some later date. The same goes for sexual assault or rape. It's preferable to wear more modest clothing than get molested, but you do you. At the end of the day you are the one that has to live with the outcome of your decisions.

I often ask my wife or other women in my environment to cover up, because in the summer they do not shy away from revealing clothes and swimsuits even in public. I do not care about adults, but I understand boys, teenagers, young men, whose sexual curiosity and hormonal storms strongly affect them.

It is really annoying and tiring when you constantly have to hide your erection so as not to experience humiliation, shame and inadequate reaction from women. And if a man sees a beautiful, attractive woman, it does not count that he wants to sleep with her! My childhood friend is a girl with impressive forms, I admitted that I feel uncomfortable and even avoid communicating with her sometimes because of my sexual reaction to her exposed chest, but I have never thought about sex with her.

Not writing the old text again, just a short form. I think the asker is often misunderstood on purpose. She never said that catcallers are rapists. She never said we should all walk naked through the streets. As far as I understood her, she wondered why women are held responsible for being victims based on their choice of clothes, even though that is proven mostly irrelevant when it comes to rape victims.
