What does it mean when your guy friend wants to hangout with you late night?

When he called me it was just to tell me that he was bored but then he said let’s hangout, I said ok where we going he said i don’t know I said let’s go to a view he said ok, and then he said “why a view are you trying to seduce me? I said no that’s all we can do is go to a view and hangout he said ok cause I’m trying to seduce you. Then I laughed then he said I’m trying to touch your butt then I told him to stop lying he said you will see that I’m not lying when you get here. And I kept laughing. And then when I got there he said let’s just go to a park cause i don’t know of any good views. We went to the closest park we got there and started talking but then he pulled out his phone and started playing truth or dare questions the adult version again and I was getting shy as if we had not played that game before but I was getting shy to get turned on but he kept making inside jokes about his sex life. He was like “I take my celibacy very seriously I just laughed I said most men lie when it comes to that he said not me then he laughed and asked me does it look like taking my celibacy seriously right now I said no. And laughed after. But then we started having normal/deep conversations. But we didn’t had sex at all.
