Is staring at a woman something a man can control?

I was just wondering cause no matter how long this guy looked at me and I caught him staring at and checking me out, he still continued to do so. I initially ignored it at first and just turned around while waiting for my food but when I got it and sat down to eat, this guy sits a couple of tables across from me, picks up his food and takes a bit and wipes his face then proceeds to stare at me? It was genuinely creepy, he didn’t follow me home thank god but I got this weird creepy and sorta brain dead vibe from him. I haven’t encountered it on this level but I’ve had a few rubber necks I’ve caught that were persistent in being pervs.

Could be one of two things. He's not the best at social interactions and he's taken by your beauty and gets into the dumbfounded area of the brain where you are almost in autopilot. At times men get tongue tied.

Second he could be a total creeper and is fixated on you. Could be harmless may have some sort of learning/social issues or something else hard to say based on this quick question.

Just be careful we aware of your surroundings and if he shows up somewhere else and does the same thing you need to keep notes.

Yea can be controlled but having eyeballs kinda gives anyone with eyeballs the rights to use their eyeballs even if it's seen not used for the best things.
