When people signal in this way that they either don’t pay enough attention or simply don’t respond then your should simply treat them accordingly.

You need to set boundaries with people and only give your time to those who reciprocate

If he has this little regard for you then he isn’t worth your time.

  OK, read the other replies. Nobody has to be instantly available at someone's whim unless they're being paid serious money and even then they can quit.
  
  If you're having your nails done and he texts you, would you respond immediately? Bad example, you're not engaged and you have a hand free. What about if you were in a spa with cucumber slices over your eyes?
  
  The point is, he's a person and has needs and distractions too. Not answering immediately is not a sign he doesn't love you (love affairs have been kept alive with letters taking weeks to arrive in the past), how he treats you when you're there is.
  
  That said, if he complains if you don't respond immediately, he wants control over you.
