It's the timing -- they don't want to waste fuel idling, and they aren't in control of the race start, so they are lined up for the start, the track officials get in place for the start, and... In most races there is a pace lap and then a green flag after the pace lap.

i think most guys can get themselves going with little to no prep. i can't speak for all of course but i do think many if not most can be ready to race with only a bit of foreplay at most
