He lives in my neighborhood, he's been "accidentally" bumping into me like crossing the street purposefullc and things like that. He popped out the blue the other day when i was eating in Burger King, he always locks eyes heavily with me. he's 8/10 cute. is he a creep or a shy guy?

Not necessarily. If it’s been 3 years, I’d say you’re subject to misreading what’s going on, and these “purposeful” moments of bumping into you could be genuine accidents. When referring to the behaviors of other people, we can’t always resort to what we would personally do, because that logic may not apply to the next person. Similar to the phrase “sometimes common sense isn’t so common”, a person won’t always do what you expect.
Like I wouldn’t expect my married neighbor to park his truck directly next to my car every single day despite the lot being huge and always full of empty spaces, I wouldn’t do that but he would. Or in my first apartment years ago, I’d have this guy stand so close to me in the elevator I had to tell him a few times he was in my space, even stepped on my shoe a couple times. I wouldn’t do that, but he didn’t see the issue. You just never know how someone’s brain works.
If we play devils advocate and say this is him trying to get your attention or show interest, if he hasn’t acted on anything in years then that is by intention. Whatever his reasons may be, he isn’t trying to move things along with you. So unless you’d like to take it upon yourself and ask what’s up (which I would’ve by now but like I said, we aren’t all the same), then it’s better to leave it alone.

I mean you could go for it if you want. It may be ok for a while but most women would get tired of it. Deep down most women want a man who is confident, takes the lead, maybe things, maybe even a little excitingly dangerous. So many women have divorced their husband or broke up with their man because they were bored. Many of them had said there was nothing wrong w him, he was perfect, almost too perfect. But in reality they were just bored.
