I’ve experienced a man looking but I’ve never experienced a man looking as he talks while you’re looking elsewhere but you catch him looking at you and he doesn’t look away immediately

Sounds like a normal guy to me , people usually look at each other when they talk to someone

If they aren’t looking while talking , then that could mean they don’t want to give the other person the wrong impression or it could mean they are shy , especially if the other person is attractive to their eyes
