Oblivious or perhaps just not interested. Perhaps you should have asked him? Asking for what you want works a lot better than waiting for it to be offered to you.

It goes both ways. He may be thinking "I wonder if she was interested. If she was, wouldn't she have made it obvious?" If you would like to meet him, ask him.
If that is your idea of communicating, you are both clueless.
