Why do guys act interested but never actually ask to hang out?

Hi guys :)
Maybe this question is weird to ask, but I never understand guys who show some sort of affection/interest but once you ask him out or say something like "lets hang out sometimes" the answer is like "sure, we should def do that" and then he never does, can you guys explain that?
Like, you can see clearly that he does have some sort of interest, sometimes he looks at me dreamily for a longer time, loves talking to me, and even asks for my opinion about some other people and everything , but it has never actually led to getting a private "meeting" or a hang-out... (I know him from work, but we are not like real colleagues)
Can you guys explain this to me? :)

Sounds like a lot of this is in your head. He doesn’t sound that interested. Maybe you’re just something on the side till he gets the girl he really wants. Obviously you’re not a priority to him otherwise he’d make plans to hang out w you. I know I would if I was interested in a girl.

you mean like, he is just being polite and doesn't have interest in anything else but being like "work friends" ? That would make sense.

If you are coworkers, it is best and maybe why he doesn’t.

yeah, I thought so too, I guess if there's any emotions involved, you can't even build a friendship.
