Oh man, I feel your pain :( Apply cold yoghurt, cold soured milk or cold sour cream to the burned area. I know it may sound weird but it's the only thing I use, and it really helps me.
I prefer home made soured milk, but any will do. Just several minutes after you put it on, you will see the burned parts of your skin have absorbed it almost completely, while the non-burned parts didn't. You might want to repeat it several times until your skin stops absorbing it so quickly.

Ugh…aloe vera isn't helping? Not a good sign :(
I've used burn cream before. Not sure if that's necessarily right lol I was just desperate and the pain-relieving ingredients in it helped. You could always take an OTC pain killer, too. I've found that the aloe vera gel helps…especially if you keep it in the fridge so it's cool when you put it on
As a pale Londoner who doesn't go outside frequently I sunburn pretty bloody easily. In the end time seems to be the best healer, so I'd just cover the burn and leave it. As for dealing with the pain, keeping your movements slow and stiff tends to help in my experience.
