Don't sweat it. Your legs probably look great at 18 inches. Seriously. Chicks your age are notorious for being hyper-critical of their bodies. You're totally going to laugh at this question when you're 25. I'm not kidding. Keep it so you can enjoy a good laugh. Seriously. :-)
That said, if you want to sculpt your body, keep in mind that exercise both tones and builds muscle. Diet is what slims things down. If you keep up a good broad range of physical activity that focuses on lots of repetition rather than on lots of weight, you'll stay tight strong and toned. Body weight resistance is about as much as you want. Then eat REALLY well. Not a lot, but really well. Lots of lean protein and leafy greens, with a little bit of fruit and enough fat to keep you sane. You'll be as healthy as you can be.
Then you can focus on internalizing the truth that health and fitness are attractive, way more than individual body measurements. Have fun and stay safe!

Regardless of what you eat, where your body stores fat is genetic. It eventually starts accumulating everywhere but some places see it quicker and more than in others.
In any case, if you're active, your legs should probably be a little bit thicker than that. Remember your legs are your base. They support you and are where you get the ability to generate power for things like running and jumping. Trying to get them even smaller, especially when they're already mostly muscle (as you mentioned in another comment to another opinion), is not really healthy.
Also, regardless of what your goals are, if you're exercising, you should be doing full body workouts. A common mistake many girls make in working out is working their legs and abs only, and the leg exercises they do often ignore the hamstrings. Working only a select group of muscles in the body leads to muscle imbalances which can cause joint and back problems in adulthood.
Your body has a natural shape to it, unique to you, that is determined by your bone structure and the natural shape of your muscles. Some parts are naturally bigger while others are naturally smaller. There isn't much you can do to reduce the size of the parts that are naturally bigger, so if you want a balanced physique, your only real option is to increase the size of the smaller portions so that everything is in proportion.
Hi. I'll tell you a secret. I also am insecure about my tights, but guys do like a girl that actually has legs. As for ways to make them skinnier i can't help since you have the body type you have (they will always be thicker at the top). However you can get nice shapely, goo to flaung around, toned legs, by doing bike exercises (30 mins a day at least 3 times a week. Start with 15 mins 1st and slowly go from there. But be sure to have a distraction: I usually watch tv while doing it. Also eat healthy).
Eating healthy is very important. Inform yourself about a bice well balances diet. Only exercise won't get you there.

First of all I would like to correct you.
1 inch =2.54cm
Working out
And doing free weight squats and running will jelp you.
Apart from that you need to take more of protein and less of carbs.
Take more and more liquid diet I. e juice , toned milk.
then how many inches is 4 cm?
Not sure how you workout - you might have lost fat and built muscles at the same time, which means it's the same size but looks better and less "fatty"
I'm not skinny fat I'm kinda muscular specially legs.
Without a healthy diet you really can't maintain all the benefits you're getting from working out.

Ya. try to understand the body mechanics. Body meed calorie to work. u have two source of calories one in hand (chocolates) and other as a fat deposit. Once u stop providing calories from mouth , the body will start it taking from fat deposits. thats the thing.

I do sumo squats for the legs and I workout my abs as well.
Among other things you'll have to burn fat to achieve your goal. Unfortunately before fat gets burned the body first wastes its storages of Creatine, Glucose etc. (the blue one is fat, look at the time it needs to get active. www.sportunterricht.de/lksport/ebereit2.gif) I'd recommend running for this. Don't run so fast that you couldn't talk normally. (Good rule of thumb for having the right heart frequency. Not going "Yesterday, I phhhh went to phhh the supermarket phhh.."). Maybe twice a week.
Secondly do shaping workouts. Check fitnessblender channel on youtube. For example this workout: www.youtube.com/watch
This will help you get a better shape and due to the afterburn effect burn some fat as well.
3) Watch your diet. I know it sucks the most, but you don't have to go all green, trust me. Eat normally, your body will need the energy (& don't work out every day.), cut back on sweets&coke and stuff you don't really need.

Try the 100 squats a day challenge. It will help
I've done that challenge. Squats is for the butt mostly.
Actually squats are a complete lower body exercise. The 100 squats a day challenge doesn't do much in the end though because once you work your way up to the point where you can do 15-20 or more and still keep going the exercise stops stressing the muscles. You have to increase load so that you can't manage that many. That doesn't specifically apply to the OP's problem though.
