How do I lose fat on my thighs without gaining muscle?

Basically I’m quite slim but also muscly (do a lot of sport). And I can see that on my thighs there’s a lot of muscle but it’s covered in a layer of fat, so I don’t know, do I go on a diet ( because I don’t want any more muscle)? Because here’s another dilemma dieting = losing weight everywhere therefore boobs and butt get smaller too. What would you recommend?
