My only issue with running is that in men, if you run for an extended period of time. Your testosterone will decrease. Which is why if you look at marathon runners they're usually really thin. If you're looking to lose fat but still maintain test levels. I'd recommend sprinting instead of kind distance running. It's more explosive and more effective. That is if you care about your testosterone. Which in today's world it's constantly being threatened by our lifestyles.

No dude. Weight loss is uniform and it comes from a metabolic calorie deficit. When your body is at a deficit, it breaks down fat cells all over. Not a targetable thing like building muscle.
When you burn calories you burn fat. You can't lose calories from one part of your body. Not it will really only tone your legs but you'll lose calories which corresponds to all over.
And not just cardio. Lifting weights, hiits, etcetera also burn calories
Fat burning is everywhere, never on a specific place. But to burn fat, you must run low intensity, so you are in the fat burning region.

Fat is lost by burning more calories than you eat, and running burns a lot of calories. You can have firm muscles under fat, too. Fatness and muscles are related, but not quite in the way you're picturing. Running builds the muscles you use, which also burns more overall calories. But the muscle itself doesn't eat the calories, per se... The body uses them as fuel from all over and that's where the fat disappears. Fat is stored calories, in a way.
When you lose fat you lose fat every where not just in a specific area.
