Everyone carries weight differently and loses weight in different places first. For you, your face is the first place that wants to let go of excess weight. Once it's lost enough there, it will continue to the next easy spot, and so on.
It's the same for me. I'm a classic pear shape, and while I'll get toned in my butt and thighs quickly at the gym, it's the last place that thins out. My face, arms, and stomach always stay thin, and are the first places that lose weight. After that, my hips/thighs/butt lose weight. I have to keep going for a while for it to hit those areas though.

ok , first place you lose weight is around your face and neck. anyway there is nothing wrong with a fine toned body. i have big legs, its more muscles then anything else, it makes my ass look fat, not big ass fat, but i know its not fat. anyway, im just working out hard, and the more muscles a person builds the more fat you lose. just keep up training, dont forget cardio and try high intensity workouts, short but very intensive bursts. more effective tnning for 3 hours , saves you a lot of time !
Genetics. Everyone lose their weight at different places first. For me it's my butt and belly that get smaller first, then my face.

This is normal. Of course your face will be the most area that you see loosing weight in it vecause less fat is there than other areas like hips... so you need to make excercise more than diet i think so you can choose excercises to specific area
