Find out about exercises for abs. Concentrate on those, while doing other regular exercises. Don't forget that muscle does weigh slightly more than fat, so you might put on 1 or 2 pounds just by exercising more.
Don't worry too much about putting weight on. It will happen naturally as you get older. Then you will want to lose some!! As long as you aren't seriously underweight, I don't think it matters too much.

Don't get hung up on ending up with an exact stomach measurement. Most of the people you idolize in terms of body shape don't actually have waists that small. Rather a small waist in their case is am optical illusion created by heavily developed lats, shoulders, and thighs.
It is possible the weight you gain will have to be muscle tho
