Can a woman not get her growth spurt until her 20s?

My little (half) sister has never had a growth spurt her entire life. She's turning 20 this year and she's still the same height she's been since 4th grade of 5feet tall. Is it possible she's yet to have her growth spurt? Our mothers a bit short (5'4) but my sisters father and all of his family is extremely tall! (He's 6'5 and his brother is 6'7 while his mother -her grandmother- is 6'3 and his father -her grandfather- when standing up straight is 6'2) so it doesn't make sense to me. I understand why I'm short because every blood relative is below 5'8, but she comes from Giants! Is it possible she's just yet to have her growth spurt? Does that happen for women sometimes that they don't get it until their 20s?

growing up we didn't have much to eat so it was very limited and vitamin deficient, but come when she was around sixteen things got better for us, we were able to get healthy food, and we all got to start eating really well with mostly fruits and vegetables and protein rich foods. From what I know she's recently turned vegan and lost quite a bit of weight and is healthier than ever. Why?

She could have inherited your mum's genes instead of her dad's.

Yes vitamin deficiency might play a role in that. Her child hood years were the best time to grow and eating well is important. Looks like she missed her years of opportunity for growing taller/bigger.
