Suspected Meth lab?

So I have this neighbour here who I suspect and my mom suspects too, has a meth lab. We don't want to get police involved yet considering we don't have much evidence, but I'd love to see what everyone else thinks. So I live in a apartment complex, and my neighbour lives in front of me. She's extremely secretive, as in she has a poster on her door saying "call before you knock". My mother entered her home before and my mother said there was this strange and strong smell that burned inside her nose. She described it as smelling like cat urine and a hospital. My neighbour moved some of her furniture so you can not see inside from standing at the door way. She has one bedroom, and lives on her own, yet she moved all her clothes and bed to her living room. She said she has that bedroom for her 3 cats. She has a dog, which I've seen, as she even posts pictures of him on Facebook, yet I have heard nothing about the cats. And I never heard any cat scratching or whatever, and she blocked off entry to that bedroom. When my mom asked about the cats she changed the subject. My neighbour also used to drink a lot of Pepsi, as she seemed to be collecting many bottles. Plus, she has no current job but yet seems to be having a lot of cash on her, saying it's the government that funds her. She occasionally has many men coming in and out of her home, as they look some what dirty. Not many people come, I must admit. She has no car, so I can't comment on parking. Commenting on her health, she does indeed smoke and goes out on her balcony to do so. She said she had cancer, my mother asked if she's gonna talk to a doctor for treatment, but she always made excuses putting it off. And taking some type of pill for treatment. One more thing, she tents to be extremely suspicious of others, and tends to report innocent people to the superintendent often. She also tends to be a bit high, and violent at times. Any thoughts?
