You can't spot reduce fat, it's impossible, just focus on fat loss in general, since when you lose fat on your body it happens over your entire body your ass and thighs included.
Focus on consistent and proper nutrition and exercise, nutrition will be what helps you lose fat all your entire body, exercise will to of course but it will also tone and strengthen the muscles in the areas you work and your legs will become stronger and more muscular, but only if that's your goal if your just doing basic exercises and not actually trying to gain muscle then don't worry about looking like the hulk or anything.
Women in general and I'm talking about the vast majority of women, don't gain all that much muscle when they train normally y'all just tone up unless your aiming for muscle and strength gains.
If you want to make the most out of your exercising I'd reconmend the following exercises.
Squats
Lunges
Deadlifts
Calf raises either sitting or standing.
Dumbbell calf raises
Those exercises will ensure that you have balanced and great looking legs.
And if your more the cardio type, cycling on a stationary bike is one of the best ways to burn fat.

As others have said, spot reduction is a myth. While one can build muscle in targeted locations, one cannot lose fat in targeted locations. However, building muscle in targeted locations I hear can give an appearance of being slimmer. Likewise, it'll help burn some calories.

So, with that being said, I would say squats, leg lifts, lunges are pretty basic ones.
I would perhaps suggest looking at one of the videos on youtube or whatnot targeting thighs/butts and following along with it. The reasons being that it will help you with your form if you are unexperienced with the stuff (having someone to follow) and will also keep you more motivated to push yourself. It's also easy to do at home, at a gym, or wherever.
If you have a friend who works out often, getting them to work out with you the first few times is also advisable I'd say. That way, they can coach you through and make sure your form is good. Plus it's just more fun with other people.

Spot weight loss is a myth. You can't just lose weight in certain areas of your body. When you lose weight overall you'll lose weight in those areas. However it is also dependent on genetics because some people naturally just carry more fat in certain areas compared to others. There are specific exercises you can do to tone up those areas, but in terms of fat/weight loss, you can't just pick one area.
Squats are the best form of exercise for toning the thighs and butt up. You'd see quicker results though if you incorporated cardio into your exercise routine too

Just do full body workouts and eat and drink fewer calories until you lose the fat :)You can't target one specific area for fat loss but you can do toning exercises for that area specifically. Building muscle and toning up has actually more of an effect on most people than simple fat loss.

Your body loses weight in areas, based on genetics. You can do exercises to tone the area, i. e by building muscle. There are several weight lifting programs you can find by using google.
Simple running and swimming has always worked for me
No exercies but stop eating sweet / candy / mcdo, etc...
Do some low weight high rep squats and lunges. That tones legs without adding muscle mass.
why the hell would you want to lose something so attractive? when people think to much about something they start to see something wrong when its perfectly fine.
