Do guys like them on girls? That are skinny maybe a couple extra pounds but not like her stomach hanging over? Do you think they are hot? Turn-off?

It depends on the girl's body and favorite thing for a girl to wear um... preppy brand pants(AE, Abercrombie, etc.) usually look pretty good on a girl. Their butt always looks really good and I'm a butt guy.
