How to settle in an exercise plan?

My GF, wants exercises but it's on and off. She wants to loose her love handles on her thighs, hips and stomach. She is slim but just wants to tone up. She has her exercises DVD's but it hard for her to continuously exercise due to Exams coming up and studying for her school certificate.

How can she settle in an on going routine of exercises?

As I said she isn't fat but she just wants to tone up and loose her love handles..
