How can she settle in an on going routine of exercises?
As I said she isn't fat but she just wants to tone up and loose her love handles..
Make a spread sheet and map your plan out on paper first.
Go over exercises that will work all different areas and make sure that you alternate exercises. You don't want your muscles to adapt to the exercises, because then you will not see results.
You have to keep your muscles guessing. Make sure to stretch before and after you exercise. It's basically the most neglected part of an exercise program/workout plan.
You have to settle on a routine that will work for you. In this case, your girlfriend has to fit a fitness plan around her schedule.
If she wants to lose weight around the waist, hips or thighs...or "tone" up, then I suggest jogging 3 times a week and then 2 days of the week that you don't run, train with free weights that are not light, but not too heavy.
Go on google and type in free weight isometrics. This may help.
***Please note. A solid routine takes about 21 days to get used to. If your girl is committed, then she will do it.

Over exercising can halt all progress, recommended time is 40 minutes per go, best way to lose any sort of weight is cut back on some food (no real diet, just light cutting back) and cardio, mostly sets of sprints. To tone up quickly do small sets 8-10 reps and three sets of as many variations of exercises as possible to hit muscles from all angles. Doing the same ones have slight progress which quickly flatlines as the body gets used to the exercise.
Tell her to do that her excerise is the first thing she should do so she will actually get it done. I always like to do it first thing too as I have the energy and I won't be hungry again when I finally get to go to workout. When you get the excersise out of the way first she will then have room to study for the rest of the day :).
Im in the same situation here... By the time I get home from study, I don't want to exercise. You'll have to wait for her exams to be over before she can fit it into routine. But for now try to get her to exercise when she feels good and has the time to do it.
