It's about trust. This person may have had some bad experiences to cause him trepidation when meeting new coworkers.
You shouldn't blame him for being jumpy because he doesn't know you yet.
Depends. What's the job. Did he just join a drug cartel or a mafia crime family? Is he a trainee for a police bomb squad? Is a combat engineer clearing minefields in an active combat zone?
Probably, if he's a bit nervous and paranoid someone's watching him and he doesn't feel confident he knows what he's doing yet. Or just isn't very social.

It's normal if he's still struggling to process unresolved childhood trauma. Otherwise, no there's no reason for them to be jumpy.
