if you are underweight and have thick thighs then its probably the good type of thick and not fat thighs, after all, thick thighs save lives

It is difficult to say, you should get a health check to tell if you are underweight, BMI is not enough. But I would suggest you to start working on those thigh muscles to get the legs toned if you think the 'fat look' is ugly.
Stop using the BMI doctors aren’t really using this method anymore as the BMI method isn’t exactly accurate when it comes to telling if someone is underweight or overweight
