It could be a number of reasons. Not drinking water for sure. Not flossing, maybe a cavity or you could have what they call tonsil stones. A build up of calcified material by your tonsils that gives off a bad odor. Basically a buildup off food, bacteria, maybe nasal drainage. Or it could be some other serious medical or dental condition.

Everyone has morning breath. Try brushing your tongue and seeing the impact. If that doesn't work, see a dentist you could have an infection in your gums

What is the point of brushing your teeth if you are not going to brush your tongue. Its like taking a shower and putting dirty panties back on.

In summary it's caused because the levels of bad bacteria outweigh the good and their waste products cause more volatile sulfur compounds (vsc). When you have more beneficial bacteria in the mouth this doesn't seem to occur.
Usually odors come from the tongue, in between the teeth and the throat.
I suggest using a tongue scraper after brushing it, gargling mouth wash (up and down your vocal range like you were warming up to sing, but be careful, you need to exhale faster the lower you go)
and a waterpik if you can afford one. Else, floss religiously.Bad breath 😷 in the morning is either from lack of flossing or not enough water in your diet. Basically, there’s not enough water to purify your system so it escapes as heated gas release.

Try brushing your tongue. Most bad breath comes from the tongue so you can add that to your routine. 🤙
