Anywhere withing 5 miles of the southern California coast. The weather is perfect most of the year. There is so much to do in SoCal, from major amusements, entertainment, museums, great food, beaches, mountains and deserts.
San Miguel de Allende, Mexico, has clement weather year round. It's a charming, World Heritage site. It artsy and full of ex-pats, so it's easy for non-Spanish speakers to get along. And things are way less expensive in Mexico, compared to the U. S.
Any where near the Mediterranean would be warm and clement. Take your pick of Greece, Turkey, Italy, North Africa, Southern France, Spain. Culture galore.
That's true, my friend. I haven't lived there for a while, but California is expensive in general and near the coast is more so. But God, it's nice for those who can afford it. I grew up and spent my life there until I was almost 50. It was truly wonderful back in the day. I feel incredibly grateful.
After my wife and I got married, we wanted to buy a house. But even 1950's era 1000 sq ft houses with three bedrooms and 1 1/2 baths on small lots were expensive in the late 90s. Plus, I wanted an acre or so to grow veggies, raise chickens and be semi-self sustainable.
So we took a vacation around NorCal and saw lots and lots of land.
I put in for a transfer to NorCal and my company obliged. We moved in 2000 and then moved into our current home in 2002.

I'm in Huntington Beach California, and with the exception of this winter, our weather is usually mild through the year.
It was warm yesterday, but today was cloudy and colder, in Pennsylvania the Ground Hog calls for 6 more weeks of Winter.
I read that Costa Rica is a good place to retire to if you're American. A modest amount of money goes a long way. And I guess it's Healthcare system is decent. And the crime isn't as bad as other Central American countries.
South Florida is my favorite which is always warm but the cons are hurricanes also other pros are no State tax and the Stand Your Ground Laws 😁
