Absolutely! Breasts can keep developing even in your twenties. Weight gain, hormonal changes (like from birth control), or even just genetics can all play a role. A 38A is a great size though, and remember confidence is the most attractive thing you can wear!

As mentioned above, breasts grow with pregnancy. That's the only way to make them grow naturally.

I've heard several girls profess that slapping your tits daily will get blood flowing into them and make them grow. There's YT videos showing you how they did it.
