What is your opinion on requiring employees to wash their hands but not customers?

I noticed a sign inside a grocery store bathroom saying, "Employees must wash hands before returning to work" yet the bathroom didn't appear to have paper towels (just air blower to dry hands) and the door just had a door handle which you need to pull to open door. If customers don't wash their hands and touch the handle, the handle will get dirty. Then, employee who touches the handle with their hand, will dirty their hand...

To me, its unhygienic, unless they make it so you don't have to use hand to open door. Possible solutions: (1) handle at floor to grab with your shoe (2) door that swings both ways that can just be pushed.
