Well it could be some genetics coming in to play... generally a good balanced workout with resistance training and aerobic activity should combined with a healthy diet. There are no golden bullets to this. Sadly it seems the places you want to improve the most are the last places your body will change.
the same way you lose any other sort of fat. you may not like hearing this but it's true: it is impossible to target fat loss through workout or diet in one particular body part. you can only do that by physically removing it through surgery. otherwise you can only lose fat in general through continuing a caloric deficite untill you lose enough weight.
So you lose belly fat by taking care of your gut bacteria and doing IF and you lose leg fat by building your muscles and combining protein with vegetables when you eat dinner.
Have a caloric deficit. secondly your diet needs to consist of healthy foods.
These two are the most important part.
Lastly exercise daily

You can't target areas like that. A calorie deficit is the only way to lose weight other than drugs or surgery.
