You can't spot-burn fat. If the size of your thighs comes from fat you can't do anything to burn the fat specifically off of them. The only thing you can do is do exercises that burn fat in general (cardio) and watch the fat disappear from off your whole body.
If the added size comes from muscle, however, then it'll be a lot trickier. Of course, why would you want that? Muscular legs on girls is hot =)

yes. resistance training combined with cardio is the cure-all.
You can't spot reduce, you'll have to lose weight overall. Exercise can make certain areas firmer, but not smaller; in fact the additonal muscle may make them bigger if you are't losing weight overall.
WeaponZero is correct. Spot reduction is a myth. Working specific areas of the body will build muscle in that area, but will not lose fat in that area. You need to do cardio, but your body will decide which areas you lose from first (and it isn't always the areas you want to lose weight from).

The only way to reduce the size of your thighs is to reduce your body fat percentage.
High intensity cardio and proper diet will do the trick. Try sprints.
