So far I use
1. Razor (5 blades
2. Shaving cream (sensitive)
3. Shave against the grain.
I used to have this problem all the time. Have you tried exfoliating the legs before you shave. That helps a lot because it causes dead skin cells to be removed and allowing the ingrown hair to come out. Also try soaking out legs in warm water to soften the hairs to make it easier to shave. Maybe you should try using a different razor. I use the Intuition razor; it works like a charm. Have you considered waxing over shaving. It lasts longer and generally stubble is not a problem because the hair root to completely removed...until 4 weeks later. Good luck :)
It's because when you shave, you can't get the roots... And depending on how your hair follicles work with your pores, some of the exposed hair just won't be reachable, no matter how many times you go over it. Your best bet is to wax... That way you'll pull out the entire hair. I think that's really your only option, unless you're willing to consider laser hair removal or electrolysis. That, or you can just live with the stubble. I'm sure that most people don't notice... I guess it's more a matter of how much it bothers you, personally. Good luck! :)
Rub it down with a warm wash cloth. And don't go over the same area too many times. lol I used to be a swimmer and I would shave mine.

What brand of razor do you use? I've yet to find one better (and unfortunately more expensive) than the Venus Embrace. link
Other than that, I don't know what to tell you :S Is the stubble really easy to feel or you do have to rub pretty hard to tell? Because the latter happens to me sometimes.
If it really bothers you, try waxing. That's what I do.
