Weight Loss.... Bum and Thighs

I have a decently toned upper body, but I can't seem to find a working excercise for my bum and thighs! They jiggle a bit too much and I want to switch out that fat for muscle! Does anyone know any free GOOD exercising websites or apps! Lately I've been running every other day for 20 minutes, and I've been doing this for two weeks. Why no change!?

P.S. I would like to know good diets, etc.
