Is it possible to have big butt and skinny thighs?
If so, what exercises could i do to make that happen?

I have the body type of the girl in the photo. Naturally plump butt, thin arms, narrow hips, wide stomach (she barely has a waist and she wouldn't at all if she had an healthy weight) she is clearly underweight, her butt stayed only because she naturally got it with her body type. It would be bigger if she had an healthy weight. I don't think you can achieve this naturally if you don't have that body type. I hope I didn't write it too messy 😅
It is almost impossible to build your glutes without building your legs at the same time. Best exercise to target almost entirely glutes are hip thrusts though.
Jog Barbell Squats, Leg Press , Dumbbell Lunges , Stiff Legged Barbell deadlifts for starters.

You look perfect, nothing wrong with toned muscle thighs, guys love it. Also guys love to play wrestle, and having strong thighs will work to your advantage.
Is that photo an example of what you are aiming for?
That girl could be the beneficiary of both particular genetics and/or cosmetic surgery. You may not be able to replicate her particular body shape. It's hard to isolate the buttocks on their own. You would have to be exercising the glutes without the thighs being involved.

I'm not sure how you go about doing that. Thinking of the exercises that help the bum, they all require your leg muscles.
I love it when she has muscular legs. Just a bit. So those jeans hug her legs perfectly and its really yummy
