Who seduces who, how you know?

I just realized that sometimes it's hard to tell who seduces who,because which behaviour would you consider seduction?

-the guy who stares and Stares and STARES at girl until they make eye contact,he finally got what he wanted-her eyes.

did he seduce her?

-or she, who glances at him,then makes eye contact and after this he comes up to her.

In my opinion, the ultimate seducer makes the seduced feel like the seducer. I have had this happen and it is quite empowering and special. Essentially, the woman is the seducer, sparking the man's interest and tempting him. But a man must seduce to get further, prove his worth to the woman. All the while, when a man is hooked, we women know he's wrapped around our finger (in a sense)

They say it takes two to tango, so both the girl and the guy seduce each other. She lets him catch her looking at him, meaning she approves of his attention and if he makes eye contact with her a few times and sees her starring, he will also continue to stare to show that he is interested in her.
